First day information and instructions concerning health and safety in the workplace, and in particular including fire safety, should be given on the first morning of work for every new member of staff (or at an appropriate time for shift workers). The responsible person, already appointed in the company, is expected to perform this induction training. This is a requirement of Article 21 of the Regulatory Reform Order 2005. In this article, it also make reference to the re-training of existing staff if exposed to changes or any increase in risk.
If induction training is not given in a short time of employment commencement then information should be given such as; escape routes, fire alarm signals or a tour of all escape routes if they are not part of normal access routes. It is the duty of the responsible person to provide such information as is necessary to ensure, so far as is reasonably practicable, the health and safety at work of their employees, including fire safety. This information should be given by written material and verbal. Other important information to be given by the responsible person, is who the trained staff are for evacuation. Ensure that the new employee is aware who will assist with use of specialised evacuation equipment for disabled people and who is trained to use fire extinguishers.
If any flammable substances or explosive material are present in the company, a full detailed list must be given to the new employee as should any data sheets. All risks should be made clear and what procedures are to be followed in the event of a fire for these flammable substances.
If any children/child is employed (under 16 years of age), the parent of the child needs to be provided all the information which is relevant from the risk assessment. All risks and general fire precautions from findings in the risk assessment.
Article 20 of the Fire Safety Order states that this information should also be given to any non-employee. Example, sub-contractors and their employees. All relevant risks, fire precautions and persons responsible for assistance with evacuation, from findings in the risk assessment, needs to be made aware of.
Staff should each be given written information on:
(1) any risks to their health and safety and any hazards present their workplace;
(2) the company policy on fire safety;
(3) the fire precautions and preventive measures provided by the company for their safety;
(4) the means of escape;
(5) the means of the warning of the outbreak of fire;
(6) the means provided for fighting fire.
Further training for employees
A training programme needs to address the following, as the Fire Safety Order indicates:
• What precautions are necessary for the protection of the employee and other relevant persons
• All updates to include new or changed risk in the premises
• All risk should be included in the training from the risk assessment findings.
• Refresher training should also be followed up as staff do forget their initial training.
Other point that might be included in training:
• How to alert the fire brigade in the instance of fire.
• Alerting other staff of the fire and this will include setting off the fire warning.
• How to locate and use the escape routes.
• What the evacuation procedures involve in the event of fire
• How to assist visitors or members of the public from the workplace.
• Where the fire assembly point is.
• Where all the fire equipment is located
• And more importantly how to use the fire equipment(this is only if the employee has agreed to be a designated fire warden)
Responsible Person : This is the owner, landlords or managing agents of the premises.
